Natural sand is the northern part of the island of Sicily. From Palermo in both directions. I recommend you to consider the resort Mondello.
In the south of the island with sand is bad.
The cost of a car for hire - from 45 EUR per day (Peugeot 207 or Fiat panda). If you are considering a car class higher, the cost will be around 75 EUR per day (Volkswagen Passat)
