"Duty Free" is on arrival and departure. Basically, they sell alcohol and cosmetics. We recommend buying everything on departure to avoid being late for transfer.

Yes, there is a general duty free, which can be used both on arrival and at departure. Alcohol is sold there. There is no time limit.
