There are international rules for import and export, they are valid for Russian customs for importation.

Without customs payments it is possible to import 2 liters of alcoholic beverages (List of goods , which can be imported into the Russian Federation in a limited number of individuals not younger than 17 years without paying customs duties , of taxes , given in the annex to the Regulation on the application of uniform rates of customs duties , taxes in respect of goods , being transported through the customs Russian border of the Russian Federation by natural persons for personal use , approved by the resolution of the Government of the Russian Federation of November 29, 2003 № 718) !

More than 2, but not more than 10 liters can be imported with payment of the aggregate customs payment.

You can not import more than 10 liters of alcohol, because importing this quantity of alcohol requires the receipt of excise stamps, and regulatory legal acts do not provide for the possibility of issuing excise stamps to individuals.
