As such there is no border between Russia and Belarus. Nevertheless, there is a border control. Let's divide the problem into parts.
- There are tickets (I understand it, on the train), written out for the lost internal passport. As far as I know, on boarding the train check the data of the ticket and passport. - As a border guard (and there are no former border guards, I can say: the law has your case. It says: a citizen has the right to unhindered return to the country of his citizenship.
