As such there is no border between Russia and Belarus. Nevertheless, there is a border control. Let's divide the problem into parts.

  1. There are tickets (I understand it, on the train), written out for the lost internal passport. As far as I know, on boarding the train check the data of the ticket and passport. Hence the conclusion: to change the data to valid in a foreign passport would be true. You can, of course, get on a guide who does not take responsibility for his duties, but I would not risk it.
  2. As a border guard (and there are no former border guards, I can say: the law has your case. It says: a citizen has the right to unhindered return to the country of his citizenship.
